This is the key phrase right here:
"Anyone with business experience will tell you..."
They don't have business experience. I doubt that anyone in that whole school system chain of command has business experience. Instead they have "public school administration experience" which is a LOT different. So I doubt it even occurred to them that these shiny new toys will very quickly become an albatross around their necks.

Wouldn't it be pretty to think so?

I'm a little more cynical and question if they know but don't care since they haven't found the bottom of the tax money well yet.

I doubt that anyone in that whole school system chain of command has business experience.
