Wow, it's really great to see you shedding some light on what seems to be a scam that is growing by leaps and bounds: the public-private partnership. Unaccountable boards with ill-gotten gains handing out money to the favored and well-connected are mushrooming all over the state, and I suspect in many states. I'm from out state Missouri and judging by the media coverage it gets, the public-private partnership in our area (usually just "the Partnership") has a monopoly on altruism. They've saturated our local media. It's very tiresome, and goes against Matthew 6.
